The Bills signed linebacker Stevenson Sylvester, who played in 50 games for the Steelers the past four years. Sylvester has 34 tackles and two forced fumbles in his career.

The Steelers inactive list for Week 13 against the Ravens doesn't feature much in the way of surprises Thursday, with only two injured players included. Linebacker LaMarr Woodley (calf) and defensive lineman Steve McLendon (ankle) were unable to play through their injuries Thursday.
