The Browns announced Monday that they have waived kicker Garrett Hartley, along with wide receiver Phil Bates, defensive lineman Christian Tupou and defensive back Varmah Sonie, per the Akron Beacon Journal. Hartley was signed by the Browns prior to Week 15 last season and was 3-for-3 in his only field goal attempts. Prior to that, he played for six seasons with the Saints.
Quarterback Brian Hoyer (shoulder) and cornerback Justin Gilbert, who is being disciplined, headline the inactives posted by the Browns for their Sunday game in Baltimore. Also hurt and out are defensive tackle Ahtyba Rubin (ankle) and tackle Ryan Seymour (hamstring). A trio of healthy scratches include long snapper Charley Hughlett, offensive lineman Andrew McDonald and wideout Phil Bates.

The Seahawks waived wideout Phil Bates and tight end Brett Brackett, reports the Everett Herald.
The Seahawks have placed Derrick Coleman (foot) on injured reserve, ending his season. He fractured his foot during pregame warmups in Week 7. To replace Coleman on the active roster, the team signed wide receiver Phil Bates off the practice squad.
