Tianlang Guan handed one-stroke penalty for slow play

On the 17th hole of the second round of the 2013 Masters, 14-year-old phenom Tianlang Guan was assessed a one-stroke penalty by Augusta rules officials for slow play. 

It's a complete nightmare for the youngster, who shot a 75 on Friday. He made the cut by one stroke. 

Per ESPN's Gene Wojciechowski, Guan was "first told on the 13th hole to speed up his play" and finally penalized the stroke on the 17th hole.

"On the 17th fairway, rules officials started to convene," Wojciechowski reported on television. "One of them actually came over to Tianlang's father and a friend and actually asked 'Does he understand English? Does he speak English well enough to understand?'"

While the officials were convening, Wojciechowski reports, a different rules official told the group that Guan "knows about the situation."

And the officials had apparently "let something go" on the 16th hole when Guan repeatedly violated a 40-second rule in progressing through his game.

After being informed of the decision, Guan's father "clapped his hand in disgust" and it apparently became clear that Guan was absolutely rattled by the decision.

Can you blame him? Per the PGA Tour, it's the first slow-play penalty assessed since Glen Day was hit in 1995 ... three years before Guan was even born.

Rules are rules and the officials' job is to enforce them. But if the single stroke ends up causing the 14-year-old to miss the cut at Augusta, it will not be a very popular decision with the general population.
