They can be.  Why doesn't have to be intentional.  But the "accident" theory has a lot of holes in it too.
No theory is 100% sound, even scientific ones, and even if how and why can be mutually exlcusive it doesn't mean that they have to be.
Again, brain chemistry and electrical pulses are the how, not the why.
Excpet that how and why don't have to be mutally exclusive, so brain chemistry can explain both how we think and why we think that way.
But it begins the explanation of what I'm saying.

Which explains a lot lol.

So you also believe all UFO sightings can be explained and that military officers, commercial pilots and many other reputable people have all misunderstood what they saw? You also believe our government is forthright about everything with us and we should take whatever our government says at face value.

It's not every time, but it is funny how often this does seem to be the case. It's like people bragging about being a descendant of the outlaw Jesse James. Everyone seems to be related to the guy somehow lol.
Well now that we mention it, Caligula Caesar and Vlad the Impaler were a couple of my more notable past beings.Cool

Not today it can't.  And I don't see any way the mechanical explanation can give the why.

Not even close.  Why is subjective.  Even if you find the mechanical reason behind red being an attraction, that still doesn't explain why.

Because "why" can be "how". 
That doesn't answer the question.  How can be part of why, but it can't answer why.
