Outman, 26, was pitching well for Oakland with a 4-1 record and a 3.48 ERA when he was injured two seasons ago. He was obtained in the Joe Blanton deal with Philadelphia in 2008.
Manager Bob Geren announced Outman as Monday's starter Sunday, but he said the team will not decide on a Tuesday starter until Monday. The top candidate is Class AAA Sacramento right-hander Guillermo Moscoso, who like Outman, is on the 40-man roster.
Moscoso is 3-2 with a 4.02 ERA at Sacramento. He has struck out 43 in 40 1/3 innings and he has walked 13.
Graham Godfrey (2.70) and Travis Banwart (2.93) have better ERAs among Sacramento's starters, but neither is on the 40-man roster.
The A's need two starters because right-handers Tyson Ross and Brandon McCarthy both went on the DL on Friday. Ross is expected to miss several weeks with an oblique strain, and McCarthy believes he shouldn't miss too much more than that with a stress reaction in his right shoulder.
