The moves could create $9 million in salary cap room, but neither player would receive less money. They'd get large portions of their 2013 salaries as bonuses, which would spread the cap hit.
Roethlisberger's cap figure would be $19.6 million this year, fourth-highest in the NFL, if his deal isn't changed. He would trail only Matthew Stafford, Eli Manning and Peyton Manning in cap numbers.
Ten Steelers account for more than $100 million in cap space, and the team is about $14 million over the $121 million salary cap.
