Teams can start signing free agents at 4 p.m. ET Tuesday, and the cash-heavy Browns could make pass rusher Paul Kruger one of the first big winners.

Cleveland is “closing in” on Kruger, according to the Baltimore Sun's Aaron Wilson.

The outside linebacker would be a natural fit for new coordinator Ray Horton's 3-4 scheme. Kruger thrived in that scheme in Baltimore, getting nine sacks in the regular season and 4.5 in the playoffs.

The Browns are $47 million under the salary cap. Kruger is expected to receive at least $9 million annually, wherever he signs.
