Browns jersey illustrates Cleveland's QB problem over the years

By Jameson Fleming | CBSSports.com Staff

If there's a single reason why the Browns have only been to the playoffs once since the NFL brought the franchise back in 1999, it's probably because of the team's quarterback play.

Cleveland drafted Tim Couch with the first overall pick in 1999, but the former Kentucky football star never succeeded at the highest level and was out of football by 2004.

His failure to become the Browns' franchise quarterback started a never-ending line of quarterbacks that will grow one signal-caller longer when Brian Hoyer starts Week 3. Hoyer will be the Browns' 19th starting QB in 15 seasons.

Couch has started the most games (59) since 1999 with Derek Anderson trailing behind him with 34.

To put Cleveland's QB ineptitude into perspective, the Patriots and Packers have used just three starting quarterbacks since 1999.
