The Buccaneers, among the busiest teams in the first 24 hours of free agency, added veteran quarterback Josh McCown on Wednesday.

CBS Sports NFL Insider Jason La Canfora reports that it's a two-year deal worth $10 million (with a chance to earn a total of $15 million through incentives), and more importantly, McCown will have a legitimate shot at the starting job, currently occupied by Mike Glennon, who is coming off a decent rookie season.

McCown played well enough last season in place of an injured Jay Cutler to raise questions about whether he should keep the starting gig when Cutler returned. Bears coach Marc Trestman maintained that it was Cutler's job when he was healthy, but there's no denying that McCown was one of the NFL's best quarterbacks in 2013.

He ranked fourth in Football Outsiders' total value QB metric, behind only Peyton Manning, Nick Foles and Philip Rivers. And ProFootballFocus.com ranked McCown fifth (behind Manning, Drew Brees, Rivers, Russell Wilson and Aaron Rodgers).

Glennon, meanwhile, ranked 26th and 34th, respectively. After taking over for Josh Freeman, the 2013 third-round pick completed 59.4 percent of his passes with 19 touchdowns and 9 interceptions on a Bucs team that improved as the season progressed.

Not bad, but apparently not good enough.

"Mike did some good things as a rookie," new coach Lovie Smith said at the NFL combine. "To say right now that Mike is the answer and he's our quarterback of the future and we're going to build around him and give him a 20-year contract right now, you're not there."

Which explains why McCown will be given a fair shot to win the job.
