As CBS Sports NFL Insider Jason La Canfora noted during his trip to Ravens offseason training activities, John Harbaugh is taking a "hard line" with the members of his team who spent the offseason getting in trouble.

But no one expected he'd be going so far as to let Justin Forsett take first-team reps. That's happening though.

ESPN's Jamison Hensley reports Forsett got first-team reps ahead of Ray Rice and Lorenzo Taliaferro, both of whom have been in trouble this offseason.

Rice, who recently held an incredibly awkward press conference, is under scrutiny for allegedly knocking his fiancee (now wife) unconscious. The Ravens are reportedly preparing to miss Rice three games.

Taliaferro was arrested over Memorial Day weekend and charged with breaking a taxi cab window.

The logical thing that's happening here? Harbaugh is likely sending a message.

Forsett isn't the Ravens feature back; he's no one's feature back. Really, he's the only healthy guy (who hasn't gotten in trouble) available.

Which is precisely why Harbaugh is giving him the reps, and trying to make sure the Ravens understand how things work around Baltimore.
