If Hall of Fame quarterback Jim Kelly isn't happy with the Bills quarterback situation, that obviously means it's time to make some changes.

Thus, NFL.com's Ian Rapoport reports that the Bills have released quarterback Thad Lewis. After having released Dennis Dixon on Monday, Buffalo's quarterback room is undergoing a major overhaul.

Also, the Bills reportedly will sign journeyman backup quarterback Jordan Palmer, according to ESPN's Field Yates. Palmer was released by the Bears on Monday after losing the backup job to Jimmy Clausen.

It's not difficult to see why the team is making these moves, considering all its quarterbacks, including 2013 first-round pick EJ Manuel and backup Jeff Tuel, have been woefully unimpressive this preseason.

"They either have to play better or we have to look to see if there's someone that can better that position, like we would any other position," coach Doug Marrone said Monday. "If we feel at the end of the day that it's not good enough to win with -- which we haven't seen that yet -- there's only two ways to go."

Though Kelly says he's still rooting for Manuel, he also hasn't been impressed. Here's what he had to say Monday.

"To be honest, I'm not happy with any of them," Kelly said. "I would love to see EJ come on. I've heard him before talk to the press. Number one, he's a great guy. He's a great leader. I've heard him speak to the team, I've heard him speak to the receivers before they take the field. His leadership is there. Everything is there but I have not yet seen what we all want to see."

It's doubtful that Palmer would come into his new job and completely galvanize the quarterback room. But he was praised for his work coaching Jaguars first-round pick Blake Bortles in his run-up to the draft, and you have to wonder if the Bills are more impressed with his ability to connect with young quarterbacks rather than compete against them for playing time.
