Ramsey's partially-torn meniscus turned out to be an easy fix, and while he may be limited for the start of camp, he'll likely have plenty of time to prepare for Week 1. It's unclear how Jacksonville plans to use the No. 5 overall draft pick, but it's safe to assume he'll have a key role, if healthy. Ramsey is capable of playing both safety and corner -- the former seems to be a bigger area of need in Jacksonville. If he were to work as an every-down safety, Ramsey would likely be a useful IDP from the get-go.
Colvin has been suspended for the first four games of the 2016 regular season for violating the league's policy on performance enhancing substances, The Florida Times-Union reports.
Colvin will remain eligible to participate in offseason and preseason activities, but will be sidelined for four games once the regular season kicks off. With Colvin out, offseason signing Price Amukamara becomes increasingly likely to start opposite Davon House at cornerback to begin this season.

Considering Marks posted a career-high 8.5 sacks that season, the Jaguars are understandably taking things slow with Marks to ensure he returns to full health when needed this season, thus explaining his absence of OTAs.

Montgomery (ankle) continues to nurse his ankle injury and is now off crutches, Jason Wilde of ESPN.com reports.
After undergoing surgery on his ankle in December, Montgomery has shown steady progress in the hopes of returning to the field healthy this season. "Everything is moving smoothly. My timeline is their timeline. We're all working together and just making sure the best things happen for me to get healthy", Montgomery said.

Nelson is doing individual work - running routes and catching passes - though presumably not at full speed. Having suffered his torn ACL last preseason, he may be ready for full participation at some point in camp. First, he'll need to prove that he can make sharp cuts while running at full speed. Nelson remains on track for Week 1.

Pennel has been suspended four games for a violation of the NFL's substance abuse policy, the Milwaukee Journal Sentinel reports.
An undrafted free agent in 2014, Pennel served behind B.J. Raji and Letroy Guion last season, notching one sack among 25 tackles. The Packers have already inked Guion to a three-year deal, and Raji may leave in free agency, leaving more snaps available to Pennel once he fulfills the suspension. However, the preceding is assuming Pennel even lands a spot on the eventual 53-man roster.
