The three-time Pro Bowl receiver had not practiced all week because of a left high ankle sprain and sprained left knee. But he had been listed as questionable in hopes he would be ready by game time Sunday.
Steve Breaston replaced him in the starting lineup.
The other Arizona players coming off injuries were active: cornerback Dominique Rodgers-Cromartie (bruised left knee), safety Antrel Rolle (bruised right thigh) and defensive end Calais Campbell (broken left thumb).
Packers backup safety Derrick Martin was inactive after failing to practice all week because of an ankle injury.
