Proposed rule to penalize RBs for lowering helmet draws criticism

Of all the proposed rule changes to be discussed at this week's NFL owners meetings, the one that has engendered the most debate would penalize ball carriers for lowering their heads and initiating contact with the crown of the helmet.

Seahawks coach Pete Carroll was among those to make a passionate argument against the rule change, sources said, with him noting how players are often taught to duck beneath the tackle to protect themselves and that much of this is instinctive and hard to regulate.

The proposal was not well received by the coaches, but, then again, the owners could end up voting on it Wednesday, when the coaches aren't present. It's not uncommon for rules to pass despite the opposition of coaches (as with the overtime rule changes a few years back).
