Oliwa spent last season with Calgary, but the left wing was the enforcer on the Devils' Stanley Cup championship team in 2000.
"Kris at 6-5, 240 pounds, is a physical forward who brings additional size and strength to our roster," Devils chief executive Lou Lamoriello said.
Terms of the contract were not disclosed.
Oliwa will be entering his eighth NHL season. He had three goals and two assists along with 247 penalty minutes in 65 regular-season games with Calgary last season.
He also appeared in 20 postseason games, collecting two goals during the Flames' run to the finals.
Oliwa has 17 goals, 28 assists and 1,447 penalty minutes in 407 career regular-season games with New Jersey, Columbus, Pittsburgh, the New York Rangers, Boston and Calgary.
