Every team has a "power quotient" (Miami's ended up at 118.8, while Blackburn College of Carlinville, Ill., came in at -32.4), and we average the power quotients of the teams in every conference to come up with the following list, which is exclusive to the Harmon Forecast. For the second time in the past four years, it's headed by the Big 12. Here's the breakdown:
