Phillips (undisclosed) was placed on the active/PUP list Tuesday, Alec White of the Bills' official site reports.
Phillips is dealing with an undisclosed injury and will open camp inactive, but the defensive tackle is eligible to return to practice and play at any point this preseason. Buffalo opens its preseason with a matchup versus the Colts at home Aug. 12.
