Carter (undisclosed) was activated off the reserve/COVID-19 list Wednesday.
Carter missed Monday's contest against the Saints, but he is expected to return in Week 17 against the Titans. However, the 26-year-old tight end's presence is not expected to change much, as he hasn't played more than four offensive snaps since the first two weeks of the season.
