Buggs (coach's decision) is inactive Sunday against the Bengals, Teresa Varley of the Steelers' official site reports.
Buggs was dealing with a hip injury previously, but that does not appear to be the reason he's inactive Sunday. The third-year pro's absence likely will lead to larger roles for Henry Mondeaux and Isaiahh Loudermilk.
