Pounders served as a non-roster invitee for the Rays last year but was let go at the beginning of June. The right-hander will now report to Triple-A Tacoma to serve as organizational depth for the Mariners.
The Rays released Pounders last week, Marc Topkin of the Tampa Bay Times reports.
The 29-year-old right-hander was one of 25 players on minor-league contracts cut by Tampa Bay. Pounders spent most of the 2019 season at the Triple-A level but made seven appearances out of the bullpen with the Mets, giving up five runs over 7.1 innings.
Pounders signed with the Rays as a non-roster invitee Friday, Marc Topkin of the Tampa Bay Times reports.
The 29-year-old has 45.2 big-league innings under his belt, most recently pitching 7.1 innings for the Mets last season. With a career 8.47 ERA, his odds of filling a significant role for the Rays this season appear quite slim.
Pounders was designated for assignment by the Mets on Tuesday, Tim Healey of Newsday reports.
Pounders has made seven appearances for New York this season, posting a 6.14 ERA and 1.50 WHIP with five punchouts over 7.1 innings. Rajai Davis will take Pounders' place on the 40-man roster.

Pounders has struggled to find his stride since being traded to the Mets in mid-June, compiling a 6.14 ERA and 1.50 WHIP with five strikeouts over 7.1 innings out of the bullpen. He'll head down to the minors in an effort to gain back his confidence.
Pounders was traded from the Indians to the Mets on Saturday in exchange for cash considerations.
The Mets did not immediately confirm that Pounders will join the major-league team, but Anthony DiComo of MLB.com seemed to imply that the righty will join the big club immediately, saying Tyler Bashlor was sent packing to Triple-A because of Pounders' acquisition. Pounders has had little success at the major-league level so far in his career, but he had a great run with Columbus, posting a 2.31 ERA, 0.86 WHIP and 46:11 K:BB in 35 innings with the Indians' top minor-league affiliate.
Pounders agreed to a minor-league contract with Cleveland on Friday, Brandon Warne of ZoneCoverage.com reports.
Pounders was cast off Colorado's 40-man roster in mid-July and became a free agent after the season. He appeared in 14 games for the Rockies in 2018, accruing a 7.63 ERA and 1.76 WHIP with 17 strikeouts over 15.1 frames. Pounders is expected to begin the 2019 campaign at Triple-A Columbus.
The Rockies outrighted Pounders off their 40-man roster Sunday.
The transaction clears a spot for Carlos Estevez (elbow), who was activated from the 60-day disabled list and optioned to Triple-A Albuquerque in a corresponding move. Pounders made 14 relief appearances with the Rockies earlier this season, surrendering 13 earned runs on 25 hits and two walks over 15.1 innings.
Pounders was optioned to Triple-A Albuquerque on Wednesday, Nick Groke of The Athletic Denver reports.
Pounders allowed eight earned runs in five innings out of the Rockies' bullpen this month, so the club decided to send him down Wednesday in order to open up a spot for returning relievers Mike Dunn and Scott Oberg. Pounders figures to garner consideration next time the Rockies need to bring up a reliever from the minors.
Pounders allowed a hit in a scoreless inning of work Tuesday against the Giants.
Pounders has largely pitched in lower-leverage situations for Colorado and likely won't move out of the role given his middling 4.35 ERA and 1.45 WHIP. However, he does hold a strong 12:1 K:BB in 10.1 innings pitched, and his FIP sits at a strong 2.72 mark, suggesting that he's actually pitching better than traditional metrics would suggest.
Pounders' contract was selected from Triple-A Albuquerque on Tuesday.
To make room for Pounders on the roster, the Rockies optioned Scott Oberg and designated Zach Jemiola for assignment. Pounders has tossed 10 innings over seven games with Albuquerque this season, allowing four runs on nine hits and four walks. He spent a bit of time in the majors with the Angels in 2017, giving up 12 runs in 11 appearances (10.1 innings).
Pounders was reassigned to minor-league camp Sunday, Jenny Cavnar of AT&T SportsNet Rocky Mountain reports.
Pounders signed a minor-league contract with an invitation to spring training this offseason after spending the 2017 campaign in the Angels' organization. He posted a 4.00 ERA and 0.89 WHIP in his nine Cactus League innings, but that didn't prove to be enough to crack the Rockies' Opening Day bullpen. The 27-year-old will likely begin the upcoming campaign with Triple-A Albuquerque.
Pounders signed a minor-league contract with the Rockies on Monday which includes an invitation to spring training.
For the second season in a row, Pounders succeeded at Triple-A but struggled in the majors. While he posted a solid 2.63 ERA and 1.11 WHIP across 51.1 innings with Triple-A Salt Lake in 2017, the 27-year-old was tagged for 12 runs in 10.1 major-league frames. The 2009 second-round pick will compete for a spot on the Rockies' Opening Day roster, though he'll likely spend the year as organizational pitching depth.
Pounders was designated for assignment Friday.
The Angels required a 40-man spot to promote speedy outfielder Shane Robinson. Pounders owns a sharp 2.63 ERA and 1.12 WHIP over 51.1 relief innings for Triple-A Salt Lake, but he was torched for 12 runs over just 10.1 innings in a major-league stint earlier this year, and the Angels just don't see him as part of their future plans.
Pounders was optioned to Triple-A Salt Lake on Tuesday.
Pounders has allowed five runs and recorded just two outs over his last two appearances, so he'll head back to the minors as Eduardo Paredes takes his place in the bullpen. The 26-year-old owns an abysmal 10.45 ERA across 10.1 major-league innings this season, so even if he makes his way back to the show later in the year, he won't see anything other than lower-leverage situations.
The Angels recalled Pounders from Triple-A Salt Lake on Wednesday, Jeff Fletcher of The Orange County Register reports.
It's the fifth promotion of the season for Pounders, who didn't make much of an impression over his previous nine appearances with the big club, accruing a 6.52 ERA in 9.2 innings. The Angels' main incentive for calling Pounders up was to get a fresh arm in the bullpen after the team needed six relievers to cover 7.2 innings in Tuesday's loss to the Indians. Pounders could be asked to cover multiple frames Wednesday if the Angels' starter, Ricky Nolasco, fails to work deep into the contest.
Pounders was optioned to Triple-A Salt Lake on Saturday, Jeff Fletcher of The Orange County Register reports.
Pounders was sent back to the Bees after allowing three runs on three hits in his only appearance (2.1 innings) during his most recent stint with the Angels. Pounders was recalled from Triple-A Salt Lake on Friday.
Pounders will take the place of Jose Alvarez on the 25-man roster and in the bullpen after Alvarez tossed two innings Thursday night. Pounders notched three scoreless outings during his last stint with the big club, but he'll likely continue to shuttle between the majors and minors whenever the Angels need fresh relievers.
Pounders was optioned to Triple-A Salt Lake on Tuesday, Jeff Fletcher of The Orange County Register reports.
Pounders appeared three times after his most recent callup and did not allow a run. However, with the Angels in need of fresh bullpen arms and the right-hander likely unavailable for Tuesday night's matchup, he'll head back to the minor leagues for the time being. Mike Morin will take his place in the MLB bullpen for the time being.
Pounders was recalled from Triple-A Salt Lake on Sunday.
Pounders will join the Angels bullpen in place of Damien Magnifico, who was optioned to Salt Lake in a corresponding move after recording one out and walking two batters in Saturday's game against the Twins. The 26-year-old Pounders has prior starting experience in the minors, so he'll likely serve as a mop-up man during his stay with the Angels.
