The Dolphins promoted Hayes to the active roster from the practice squad Thursday.
Hayes will provide Miami with key cornerback depth against the Jaguars during Thursday Night Football with Byron Jones (groin/Achilles) out. He played a rotational role on defense down the stretch for the Dolphins last season.
Hayes recorded seven tackles (four solo) and two defended passes in two regular-season contests with the Dolphins in 2019.
Hayes also appeared in one game with the Jaguars, during which he played seven snaps on special teams. Upon being claimed off waivers by Miami in mid-December, the rookie out of Appalachian State quickly stepped into a key role in the secondary. He handled 60-plus percent of defensive snaps during the last two games of the season.
Hayes didn't travel with the team for Sunday's game against the Giants, Joe Schad of The Palm Beach Post reports.
Hayes was claimed off waivers by the Dolphins on Friday but will have to wait for his debut with his new team. The 22-year-old appeared in one game with the Jaguars prior to being waived.

Hayes was waived by the Jaguars on Thursday but didn't make it through the waiver wire unclaimed. The 22-year-old was promoted from Jacksonville's practice squad in late October and appeared in one game. He'll now receive an opportunity on Miami's 53-man roster.
The Jaguars waived Hayes on Thursday.
Hayes appeared in one contest with the Jaguars, Week 9 against the Texans, during which he played seven snaps on special teams. The undrafted rookie out of Appalachian State could be a candidate to rejoin the team's practice squad if he goes unclaimed on waivers.
Hayes was promoted from the Jaguars' practice squad to the 53-man roster Tuesday, John Oehser of the Jaguars' official site reports.
The 22-year-old joined the Jaguars as an undrafted free agent in April but was unable to earn a spot on the season-opening roster and has since been on the practice squad. Hayes will provide some depth in the secondary while D.J. Hayden (shoulder) and Ronnie Harrison (neck) deal with injuries.
