Redskins promote LB Houston Bates, dump DE Frank Kearse

The Redskins have elevated outside linebacker Houston Bates from the practice squad and released defensive end Frank Kearse.

Bates earned his place by recording three sacks and a pass breakup in the preseason, but did not survive the final roster cuts.
