Williams (foot) recently had a workout with the Bills, Field Yates of ESPN reports.
Williams was cut by the Cowboys in February after a rough 2018 in which he played only three games due to a suspension and foot injury. The 29-year-old played only 39 snaps last season after catching 53 passes for 568 yards and zero touchdowns in 2017.

Terrance Williams: Cut by Cowboys
Williams (foot) has been cut loose by the Cowboys, Adam Schefter of ESPN reports.
Williams made it through two seasons of a four-year, $17 million contract, receiving a $5 million signing bonus and $4.5 million in guaranteed base salaries, per overthecap.com. The Cowboys didn't get much of a return, with Williams posting a 53-568-0 receiving line on 78 targets (7.3 YPT) in 2017, then playing just three games in 2018 while dealing with a suspension and foot injury. The 29-year-old should regain his health at some point this offseason, but his days as an NFL starter may be numbered. The Cowboys will move forward with Amari Cooper and Michael Gallup locked in as the starting wide receivers outside.

Williams struggled through a foot injury and an arrest during the offseason, with both issues eventually coming back to bite him -- first in the form of an injury aggravation and later a three-game suspension. He has two seasons remaining on a four-year, $17 million contract, but there's little-to-no chance he stays in Dallas unless he accepts a sizable pay cut. Even then, the Cowboys might prefer to move in another direction, perhaps bringing in draft picks or free agents to complement Amari Cooper and Michael Gallup. The 29-year-old Williams has 68 career starts to his name, but he doesn't offer much in the way of upside and can no longer be viewed as reliable. He should at least have time to get healthy before training camp in 2019.

Cowboys' Terrance Williams: Unlikely to be activated
Williams (foot) isn't expected to be reinstated from injured reserve this season, Clarence E. Hill Jr. of the Fort Worth Star-Telegram reports.
Williams has had an interesting 2018, to say the least. He kicked off last offseason with surgery to repair a fractured fifth metatarsal in his right foot, which lingered into the regular season and eventually forced him to IR after just three appearances. In the middle of it all, he was suspended three games due to a May arrest for public intoxication. It remains to be seen if Williams will be a part of the Cowboys' plans beyond this season, but the team could get out of the final two years of his current contract with fairly minimal cap hits by releasing him.

Cowboys' Terrance Williams: Three-game suspension over
Williams' three-game suspension for a violation of the policy on substances of abuse has been lifted, but the wide receiver remains on injured reserve due to a right foot injury, per the NFL's transaction log.
Williams underwent foot surgery in the offseason, a stretch that included a May arrest for public intoxication. While his legal woes were settled in early August, the NFL investigated the matter and handed down a ban for the current campaign. Along the way, Williams made just three brief appearances before the Cowboys placed him on injured reserve on Oct. 6. It's unclear where he stands in his recovery effort, but he's eligible to come off IR as early as Week 14 against the Eagles.

Cowboys' Terrance Williams: Suspended for three games in 2019
Williams (foot) is facing a suspension for the first three weeks of the 2019 season, Field Yates of ESPN reports. According to The Dallas Morning News, Williams' ban stems from a violation of the NFL's substance-abuse policy.
The Cowboys placed Williams on injured reserve earlier this month, and because the foot issue is already expected to sideline him for the rest of the season, the suspension will roll over to 2019. While the NFL hasn't formally announced as much, it's likely that Williams' suspension is related to his arrest in May on charges of public intoxication. Though Williams is on the Cowboys' books through 2020, it wouldn't be surprising if he never played another down for the club given the pending suspension in addition to the lack of development he has shown since signing his second contract with the team in March 2017.

The Cowboys placed Williams (foot) on injured reserve Saturday, Kate Hairopoulos of The Dallas Morning News reports.
Williams' sixth season in Dallas will come to a premature end after he just missed the first game of his career. He was considered a healthy inactive in last week's game against the Lions, but it was later learned he sat out for personal reasons as well as complications from a surgically repaired right foot. The 29-year-old will now set his sights on a 2019 return. He caught just two balls for 18 yards in three games this season.

It's unclear if the foot issue will result in Williams gaining a formal injury designation when Thursday's practice report is released, but in any case, it's looking unlikely that he'll suit up Week 5 in Houston. Even if Williams gets his personal affairs in order to the satisfaction of Dallas' coaching staff, it would still appear that his spot on the 53-man roster is tenuous.
