Skaggs will be one of the Angels' top four starter pitchers this season, MLB Network's Jose Mota reports.

No surprises here as Skaggs is one of the few Angels' pitchers with high upside. The results haven't been there for the young lefty, but he has lowered his ERA slightly each year with the big club, getting it down to 4.17 last season after missing the entire 2015 season due to Tommy John surgery. Health will be the main concern for Skaggs in 2017 after failing to throw more than 50 innings in all but one of his four major league seasons.
