Carter (knee) was removed from the PUP list Saturday, David Newton of ESPN.com reports.
Carter began training camp on the sideline as he nursed a minor knee injury, but he's already been deemed healthy enough to participate. Carter may see occasional reps with the first-team defense throughout camp if starting middle linebacker Luke Kuechly is given an intermittent veteran's day off.
