The Cavaliers are still without a general manager after Dan Gilbert chose to not renew David Griffin's contract. There were talks of Chauncey Billups possibly taking over, but he declined, leaving Gilbert and the team to go through the height of the free agency period without a GM.

In the past, Gilbert has chosen to promote from within like he did with both Chris Grant and Griffin. According to ESPN, Gilbert met with Cavs Assistant GM Koby Altman about the future of Cleveland's front office. It's very likely that Gilbert is planning to once again promote from within.

Cleveland dealing with free agency without a GM was not the best move from a basketball perspective. They appear to be a team without leadership or a consensus plan to fall under. However, if Gilbert hires Altman from within then that might fix some of the damage the Cavs have caused themselves. As assistant GM, Atlman should have at least a little understanding of what Cleveland's plans have been the last few months. Promoting him would also give the Cleveland front office some much-needed leadership up top.
