Seattle signed Williams to a contract Friday, John Boyle of the team's official site reports.

Williams began his college career with Tennessee as a defensive back before transitioning to wide receiver last year. He caught just two passes for 10 yards during the campaign but excelled as a punt and kick returner for the Volunteers. With the NFL's new kickoff rules for the coming campaign, Williams could be an intriguing roster candidate as a potentially electric return specialist.
