Carter was placed on the Titans' practice squad reserve/COVID-19 list Monday, Jim Wyatt of the Titans' official site reports.
Carter was already on the practice squad injured list with an undisclosed injury. He has played in one game this season for the Titans in Week 5 against Jacksonville, where he played on 13 special-teams snaps.
