Bulaga (concussion) has been ruled out of Thursday's game against the Raiders.
Bulaga suffered the concussion in last week's win over the Falcons, so this news isn't surprising given the Chargers are coming off a short week. The veteran will have a few extra rest days to try to return for Week 16's game against the Broncos. With Bulaga sidelined, Storm Norton will draw the start at right tackle.
