Duggan is listed as inactive for Saturday's contest against the Bills, but he is available as the team's emergency quarterback should that situation arise.
Duggan was signed to the active roster earlier this week due to Justin Herbert (finger) being done for the season. He'll fill in if Easton Stick and Will Grier were to get injured.
