Brown was waived by the Titans on Tuesday, Jim Wyatt of the team's official site reports.
Brown has produced two receptions for 21 yards over 14 games since the beginning of the 2019 season. The 27-year-old is expected to clear waivers. He'll be eligible to sign with the practice squad at that time.
