Howell (hamstring) is inactive Monday against the Cardinals, Stu Jackson of the Rams' official site reports.
Howell was unable to practice all week, so his inability to suit up Monday doesn't come as a surprise. The 25-year-old hasn't played an offensive snap all season, so his absence will only impact the Rams' special-teams unit.
