Otero was designated for assignment Saturday, Stephen Gross of The Morning Call reports.
The Phillies acquired five players in a trade with the Astros on Saturday, and after the deal was made official, Otero was DFA'd to clear room on the 40-man roster for Vincent Velasquez. Otero had a 6.75 ERA over 46.2 innings last season as a member of the Athletics and will now be placed on waivers.
