The Bengals placed Bailey (knee) on the active/non-football injury list Monday, Jay Morrison of The Athletic reports.
Bailey expressed optimism back in May that he'd gain medical clearance in time to participate in training camp, but it looks as though he isn't quite ready to practice. The rookie seventh-round pick suffered a torn ACL last September.
