Hooker (ankle) is active Sunday against the Dolphins, Todd Archer of ESPN.com reports.
Hooker was unable to play in the Cowboys' Week 15 loss to the Bills with the injury, but the veteran safety will return to play Week 16. His presence in the secondary should be a boost for Dallas against Miami's passing attack.
