Carter signed a contract with the Lions on Sunday, the Detroit Free Press reports.
Twenty months after being drafted in the third round by the Lions, Carter has finally been promoted from the practice squad and will serve in a depth role for Monday's game against the Cowboys with starter Darius Slay (hamstring) likely sidelined.
