Washington placed Smith (concussion) on waivers Monday, Rhiannon Walker of The Athletic reports.
Smith ended 2019 on the sidelines after suffering a concussion and will apparently be looking for work in training camp after being placed on waivers. He will run through waivers before potentially hitting the free-agent market.
