Doss was elevated from the practice squad to the 53-man roster Saturday, Paul Gutierrez of ESPN.com reports.
The Raiders have three WRs either out or listed as doubtful for Sunday, so it makes sense to see Doss up on the active roster. He presumably will be fourth on the depth chart provided Henry Ruggs (knee/hamstring) is unable to play.
