Watkins (thigh) was listed as a limited participant on Tuesday's estimated practice report.
Because of the quick turnaround for Thursday's game in Miami, the Ravens didn't hold traditional practices Monday and Tuesday, but if they had, Watkins wouldn't have been able to take full reps. Mike Garafolo of NFL Network reported over the weekend that the Ravens are still hoping Watkins will return to action Thursday after a three-game absence, but the wideout may need to be listed as a full participant Wednesday in order to avoid taking an injury designation into the Week 10 contest.
