Phillips (shoulder) was activated from the active/PUP list by the Bills on Sunday.
Phillips is coming off offseason shoulder surgery, but he appears to be back to full health ahead of Saturday's preseason opener against the Colts. Over 12 appearances with the Bills last year, he tallied 20 tackles (nine solo), including 1.5 sacks, and two pass defenses.
