Brooks cleared waivers and was outrighted to Triple-A Memphis on Thursday, Jeff Jones of the Belleville News-Democrat reports.
Brooks will remain in the organization after being designated for assignment by the Cardinals on Monday. The right-hander made five relief appearances for St. Louis to begin the year, and he posted a 7.71 ERA and 1.39 WHIP in 9.1 innings.
