    Garcia was removed from the 40-man roster to clear room for Damien Magnifico, who was recently acquired in exchange for an international signing bonus slot. He has some big-league experience, though that came back in 2015 when he was kept on the Orioles' roster as a Rule 5 pick (4.25 ERA and 22:17 K:BB through 29.2 innings). The 24-year-old is still fairly young, but he'll have to improve on his combined 4.82 ERA across three seasons at Double-A if he wants to make it out of Bowie.

    The 24-year-old righty was taken off the 40-man roster to clear a spot for the newly acquired Damien Magnifico. Garcia does have some major league experience, notching a 4.25 ERA with 22 strikeouts over 29.2 innings in 2015, but he had not been up with the Orioles in the two years since. His experience as both a starter and as a reliever could help him garner some attention from clubs looking to add a potential long reliever to their organization.

    Garcia was sent to Double-A Bowie on Sunday, Steve Melewski of MASN Sports reports.

    It had initially been reported that Garcia would open the year at Triple-A Norfolk, but Baltimore has decided to have him return to Double-A for the start of the season. During the 2016 campaign, all of which was spent with Bowie, Garcia threw for a 4.73 ERA and 1.55 WHIP over 24 games.

    After making the Orioles' Opening Day roster as a Rule 5 pickup in 2015, Garcia was sent back to the minors to develop as a starter last season, spending the entire campaign with Double-A Bowie. He ended up compiling an uninspiring 4.73 ERA and 1.55 WHIP over 123.2 innings for Bowie, so it's not surprising that he didn't receive much consideration for a 25-man roster spot this spring. The 24-year-old figures to hold down a rotation role for Norfolk to begin 2017.

    In preparation for this season, Garcia has been working out with Orioles vice president Brady Anderson in California, Dan Connolly of BaltimoreBaseball.com reports.

    Garcia spent most of the 2015 season with the Orioles, but never saw a big league mound last season. Over 123.2 innings (24 starts) with Double-A Bowie in 2016, Garcia went 6-10 with a 4.73 ERA and 1.54 WHIP -- both of which were his worst marks since 2012, his first full minor-league season. The right-hander had some good games, especially toward the end of the season, when he posted a 2.64 ERA over six August starts. Garcia is just 24-years-old -- the second youngest pitcher on the Orioles' 40-man roster -- and has the talent to develop into a big league starter. For those in dynasty formats, his development is worth monitoring this spring.
