Carter (knee) was removed from the PUP list Saturday, David Newton of ESPN.com reports.
Carter began training camp on the sideline as he nursed a minor knee injury, but he's already been deemed healthy enough to participate. Carter may see occasional reps with the first-team defense throughout camp if starting middle linebacker Luke Kuechly is given an intermittent veteran's day off.
Carter will begin camp on the Active/Physically Unable to Perform list due to a knee injury, Jourdan Rodrigue of The Athletic reports.
It was previously reported that Carter was fully recovered from a hamstring injury that kept him sidelined for portions of minicamp in June, but it appears he has suffered a new knee injury. Still, he is on the Active/PUP list, so he will be eligible to return to practice once his health allows it. In the meantime, the Panthers will be able to insert somebody else on their 90-man roster. Carter is expected to serve as Luke Kuechly's primary backup at middle linebacker.

Carter appears to have made a full recovery after being sidelined for portions of minicamp in June due to a hamstring injury. The 2018 fifth-round pick played defensive snaps in three games last season (one start), logging 13 tackles (seven solo). Entering his sophomore campaign, Carter figures to serve as the primary backup to Luke Kuechly.

Carter was also absent Tuesday due to hamstring pain. It's possible his absence will extend to Thursday, in which case he'll have missed minicamp entirely and will look to get back to full health in time for training camp later this summer.
Carter will draw his first start at linebacker in Sunday's game against the Saints.
Carter saw his first significant action of the season in last week's game against Atlanta, where he played 23 defensive snaps and recorded two tackles (one solo). He'll figure to see a much larger workload against New Orleans on Sunday while starting alongside Luke Kuechly and Thomas Davis.
