Cooper was elevated from the Giants' practice squad to the active roster for Monday's game against the Buccaneers, Michael Elsen of the Giants' official site reports.
Cooper was also elevated for Week 9 and served as New York's return man versus Las Vegas, and it appears he'll fill that role again Monday coming out of the bye week.
