Gilmore (quadriceps) has been activated off the Panthers' PUP list, Jeremy Fowler of ESPN.com reports.
Gilmore will make his season debut after being sidelined the first seven weeks of the season. He resumed practicing prior to Week 7. It remains to be seen how Carolina will use its recently acquired star cornerback in his first game with the team.
