Tagovailoa was not particularly good as a rookie, and his only complete game this season came against Bill Belichick and the Patriots, but I think he's getting the short end of the stick in terms of comparison to the other young quarterbacks in the league.
Rookie passers are, as a rule, ineffective as passers. Justin Herbert is the obvious exception, but as a rule Tagovailoa's passing efficiency compares pretty favorably to the other other second- and third-year passers. And he's been much better than Josh Allen was in his first 10 games.
Now in a one-quarterback league, i understand if you aren't even considering him until he shows better. But in Superflex leagues, especially Dynasty leagues, he's one of my favorite buy lows. A quarterback of his pedigree generally shows great improvement from Year 1 through Year 3, and Tagovailoa is just getting started.

11.2 -- Despite the fact that his pass rate has gone up by 20%, Jackson is still averaging more than 11 rush attempts per game.
2,072 -- Tom Brady's 2,072 intended air yards is 189 more than any other quarterback.
7.8 -- Air yards per completion for Justin Fields. Among starters, only Jackson's is higher.
23.2% -- Nearly a quarter of Baker Mayfield's throws have been graded 'bad' by Pro Football Reference, the highest rate among quarterbacks with at least 100 attempts.
20 -- Jalen Hurts' 20 scrambles are tied with Jackson for the most in the NFL.
23 -- Taylor Heinicke has scored at least 23 Fantasy points in three of four starts.
Each of the past four quarterbacks to suit up against the Chiefs has scored at least 31 Fantasy points. Heinicke may not get to that level, but he should get to the mid-20s as he has three times this season. Start him over Kirk Cousins, Derek Carr, and Ryan Tannehill this week.
As I said above, I'm not ready to give up on Tua just yet. The Dolphins play host to the Falcons in Week 7 and their playoff schedule, should he figure things out, includes the Jets and Titans.
The Ravens vs. Chargers should be one of the most exciting games of the week, and Jackson is the entire Ravens offense right now. I wouldn't mind playing some Herbert as well, but the $200 price difference is much smaller than the difference in my projections.
I can't imagine anyone is going to want to play Wentz, despite the fact that he just threw for 402 yards and two scores against the Ravens. He's a tournament-only play because there's not a great floor here, but there's a bunch of upside.
