WWE's build to Payback has been mediocre but that doesn't make the first pay-per-view after WrestleMania 33 any less important for the direction of the company over the next year.

The eight-match card does not feature the Raw brand's top two titles -- despite the fact that it's a Raw PPV -- but does include four championship matches and what should be the end to some rivalries that have developed over the last few months.

WWE Payback predictions

F = Favorite

Enzo Amore & Big Cass (F) vs. Luke Gallows & Karl Anderson (Kickoff Show)

BC: The Club were buried in the booking while champions and recently dropped the belts at WrestleMania. No reason to keep that streak going. It's time to give the heels their heat back with a victory. Pick: Gallows & Anderson win 

AS: It's time for Enzo and Cass to start winning some matches if they're going to be legitimate contenders at SummerSlam. A kickoff show is an easy way to give the faces a win without hurting the heels. Pick: Enzo & Cass win

Cruiserweight Championship -- Neville (c, F) vs. Austin Aries

AS: Monster heel Neville is doing great and constant title changes are annoying. They're finally doing something right in the cruiserweight division, and Aries can survive a bit longer without the belt. I expect a great match but hope they don't make a foolish move. Perhaps TJ Perkins interferes. Pick: Neville retains the title

BC: If WWE has any plans to pull the title off of Neville, who has done a tremendous job since being rebranded a heel, Aries is the only cruiserweight deserving until Cedric Alexander returns from injury. Neville makes sense as the longterm champion but Aries will get his day here in a brief handoff of the title. Pick: Aries wins the title

Raw Tag Team Championship -- The Hardy Boyz (c, F) vs. Sheamus & Cesaro

BC: This has been a puzzling build in some ways focusing on sportsmanship despite strong singles matches in between. But it's still way too early to take the belts off of Matt and Jeff. Pick: Hardy Boyz retain the titles 

AS: This is not the team that should beat the Hardyz for their newly won titles just weeks after their long-awaited return to WWE, but we do need to see more from them. Pick: Hardy Boyz retain the titles

Seth Rollins (F) vs. Samoa Joe

AS: Could see Rollins going over here, but the move is to extend the feud between these two considering it does not look like Rollins is headed for the immediate universal title picture. That is best accomplished with a dirty win by Joe. Pick: Samoa Joe wins

BC: Look for this match to steal the show as Joe provides a physical compliment to Rollins' big moveset. With Rollins fresh off a breakthrough victory over Triple H, look for WWE to put the heat back on Joe with a victory heavy on cheating and destruction. Pick: Samoa Joe wins

United States Championship -- Kevin Owens (c) vs. Chris Jericho (F)

BC: This feud has gone on for a month longer than made sense. Knowing that Jericho's future is likely more of a part-time role, this will be Owens' showcase to leave no doubt and set up a big run opposite AJ Styles. Pick: Kevin Owens retains the title

AS: It would make little sense for Jericho to win back the title, even if he's sticking with wrestling and not leaving just yet. The money is in Owens-Styles. He's not No. 1 contender for nothing. Pick: Kevin Owens retains the title

Raw Women's Championship -- Bayley (c, F) vs. Alexa Bliss 

AS: A mini Bayley-Bliss feud while we wait on Bayley-Sasha Banks for SummerSlam sounds good, but continuing to move the title off one woman to another is wearing on me. Plus, if Bayley has already survived Charlotte Flair at a pay-per-view and come out on top in a fatal 4-way match at WrestleMania 33, she sure as hell should win this. Pick: Bayley retains the title

BC: The Raw debut of Bliss has been so strong, the two-time SmackDown champion wouldn't look out of place exiting Sunday with the red belt around her waist. But WWE seems committed to Bayley's push with a big program against Sasha Banks likely still to come. Pick: Bayley retains the title

"House of Horrors" Match -- Randy Orton vs. Bray Wyatt (F)  

BC: Your guess is as good as mine regarding exactly what this match will look like. Either way, Wyatt needs to go over after losing all of his heat (and the WWE championship) at WrestleMania. He still hasn't recouped revenge from Orton's arson attack. Pick: Bray Wyatt wins

AS: Why this match is happening is anyone's guess. What this match is going to be is up in the air as well. Who knows if WWE is even sure at this point. All I know is that Wyatt should've retained the strap at WrestleMania, and he should absolutely win here. People want to yell "don't hinder Jinder" but my phrase is "stop burying Bray." Pick: Bray Wyatt wins

Roman Reigns vs. Braun Strowman (F)

AS: Reigns comes into this match both off the real-life death of his brother and storyline injuries of a separated shoulder and cracked ribs. The former is certainly a tough situation for him. The latter gives him a perfect out for losing this match to Strowman, who should go over in dominant fashion. Brock Lesnar can bounce back from a beat down, and Reigns can, too. If WWE spent the last three weeks building Strowman for Reigns to beat him two weeks after being seriously injured, the booking is even worse than we thought. Strowman should continue to run roughshod over WWE until Extreme Rules when he and Reigns meet in one final match with a serious stipulation. Pick: Braun Strowman wins

BC: The big man took a step back ahead of WrestleMania by losing clean to Reigns at Fastlane and succumbing to an early elimination in the Andre the Giant Memorial Battle Royal. But Strowman was given the keys to Raw over the past month and hasn't disappointed. It's time for him to get formal revenge against Reigns with a victory. Pick: Braun Strowman wins
