Watkins (foot) was stationed on an exercise bike during the start of the Bills' voluntary workouts Monday, ESPN's Mike Rodak reports.

Watkins is coming off a second surgery on his left foot back in January, so it's of no surprise that he isn't ready to participate in on-field activities yet. That being said, Buffalo's top wideout still has plenty of time to recover, and is fully expected to be back up to speed in time for training camp. Off the field, Watkins has another situation to monitor, as the Bills have until May 2 to decide whether to pick up his fifth-year option, though given the state of the receiving corps behind him, it's doubtful he's going anywhere the next couple of seasons.
