The Packers tendered a contract Tuesday to Sullivan, an exclusive-rights free agent, Tom Silverstein of the Milwaukee Journal Sentinel reports.
Sullivan claimed a rotational role in Green Bay's secondary during the final 12 regular-season games of the 2019 campaign while also handling a role on special teams. The 23-year-old now stands to benefit from another year of development in defensive coordinator Mike Pettine's scheme.
Sullivan posted 30 tackles, six pass breakups and an interception over 16 regular-season games in 2019.
Sullivan didn't play a defensive snap over the first three games, but he logged over a 40-percent snap share eight times over the final 12 contests. The 23-year-old has solid potential in pass coverage and proved to work well in defensive coordinator Mike Pettine's scheme, and another year of development should help fine-tune his craft. Sullivan will be an exclusive-rights free agent in March, and the Packers figure to bring him back to fill a similar role.
Sullivan had four solo tackles in Monday's victory over the Lions.
Sullivan played 22 snaps on defense after seeing 38 the week before, and he tacked on four tackles after making two stops and recording his first career interception in Week 6. His playing time in Week 7 will likely depend on whether injured defensive backs Darnell Savage (ankle) and Tony Brown (hamstring) are able to return to action.
Sullivan was signed Monday by the Packers.
Sullivan played as an undrafted free agent with Philadelphia last season, recording seven solo tackles in five games after spending the first part of the year on the practice squad. He'll join a young cornerback squad in Green Bay that already includes Jaire Alexander, Kevin King and Josh Jackson as the top three options.
Sullivan was waived by the Eagles on Monday, Mike Kaye of NJ.com reports.
Sullivan was waived alongside De'Vante Bausby to make room for Mike Wallace and Josh Hawkins on the 53-man roster. The undrafted rookie logged seven tackles in five games with the Eagles this season, and he'll search for a depth role elsewhere in the league.
The Eagles signed Sullivan off their practice squad Thursday.
Sullivan's spot on the 53-man roster comes following the placement of Derek Barnett (shoulder) on injured reserve. The 5'11, 194-pound undrafted rookie out of Georgia State will serve in a depth role in Philadelphia's secondary and is likely to receive most of his snaps on special teams.
