Bengals' Cedric Peerman: Designated to return

Peerman (elbow) has been designated to return from the IR, over first-round pick William Jackson III.

Peerman can return to practice this week but hasn't yet been activated. But the decision to go with him over Jackson is a result of Giovani Bernard's season-ending injury, and reflects that the Bengals haven't yet given up on making the playoffs.
